Can be used for special restrictions or functionality
fx lamps that is always lit, auto-lights at night, no-decay, mailbox setting and autofill on fountains ..
- and ofc direct restrictions on the use of an item
Courier and dark messenger need the "Power=" set to a value 1-104 to work properly

Also the QL and Dmg on the item can be altered,

1. activate wand and rightclick on chosen item
2. items -> manage restrictions
